An application for a sexual offences prevention order (SOPO) is being made against Christopher Fuller, of Jackson Way, Needham Market, who was convicted in June of twice breaching his previous order.
The 58-year-old has convictions dating back 20 years involving taking or possessing pictures of young children.
As part of the reasons for the application it is alleged that on April 30 this year two police officers were alerted to Fuller acting suspiciously near the Princess Diana Memorial Fountain in Hyde Park, London.
He was said to be paying particular attention to children, especially one who was naked.
Fuller was seen to approach the unclothed wet child and offered the youngster’s parents a towel. He was stopped and searched by officers, who found him to have in his possession a hand towel, a children’s Paddington Bear novel, an A to Z map, and a Nokia mobile phone.

He also had three cans of soft drink.
The application states that Fuller is now considered to be at a “high-risk of recidivism for sexual offending”.

The first hearing of the case before South East Suffolk Magistrates in Ipswich was adjourned yesterday. The next hearing is scheduled for September 28.
Three months ago Fuller appeared before Ipswich Crown Court where he was given a suspended jail sentence after admitting twice breaching his previous SOPO for possession of a computer.
He was given the order after he was convicted in November 2005 of possessing and making indecent images of children.
The order restricted Fuller’s use of cameras, recording equipment and internet access, as well as banning him from working with children and restricting his contact with children under 16.
In addition to the suspended sentence, he was placed under supervision by the probation service for 18 months, and made the subject of a prohibited activity requirement restricting his contact with children under 16, and restricting his use of cameras and the internet.
During sentencing, Judge Rupert Overbury said Fuller had convictions going back to 1991 involving taking or possessing of pictures of young children, particularly boys.

He added Fuller had admitted that, despite attending a Sex Offenders’ programme, he continued to fantasise about young children, and was writing a book about a young boy.
